1.1. neonstar is committed to protecting the privacy, security, and integrity of your personal data. As a PAGCOR-licensed online casino platform serving Filipino players across the Philippines — from Metro Manila to Cebu, Davao, and beyond — neonstar collects and processes personal information as a necessary and lawful part of operating a regulated gaming service.
1.2. This Policy applies to all personal data collected through: (a) the neonstar website and mobile web platform at neonstar.app; (b) the neonstar account registration and KYC process; (c) customer support interactions via live chat, email, or other channels; and (d) payment processing and withdrawal transactions involving GCash, Maya, BPI, BDO, Metrobank, and other Philippine payment methods.
1.3. By creating a neonstar Account or using any part of the Platform, you acknowledge that you have read and understood this Privacy Policy and consent to the collection and processing of your personal data as described herein. If you do not agree to this Policy, you must not create an Account or use the Platform.
2.1. The data controller responsible for your personal information on the neonstar Platform is neonstar, a company incorporated in the Philippines and operating under a valid PAGCOR Internet Gaming License.
2.2. neonstar has appointed a Data Privacy Officer (DPO) as required by the Philippine Data Privacy Act. The DPO is responsible for overseeing neonstar's compliance with this Policy and the Data Privacy Act, handling data subject requests, and managing data breach notifications.

9.1. Technical security measures implemented by neonstar include: TLS 1.3 / 256-bit SSL encryption for all data in transit; AES-256 encryption for sensitive data at rest; password hashing using industry-standard bcrypt algorithms; two-factor authentication for player accounts and all internal system access; regular third-party penetration testing; and continuous intrusion detection monitoring.

Organizational security measures include: role-based access controls limiting employee access to personal data on a strict need-to-know basis; mandatory data privacy training for all personnel with access to player data; a documented incident response plan; and regular internal data protection audits.
9.3. In the event of a personal data breach that is reasonably likely to result in harm to affected players, neonstar will notify the National Privacy Commission of the Philippines within seventy-two (72) hours of discovery and notify affected players without undue delay, as required by the Data Privacy Act.
As a data subject under the Philippine Data Privacy Act of 2012, you have the following rights with respect to your personal data held by neonstar:
Request a copy of the personal data neonstar holds about you. neonstar will provide this within fifteen (15) working days of receiving a valid request, free of charge for the first request in any twelve-month period.
Request correction of inaccurate or incomplete personal data. Where data accuracy directly affects your account, neonstar will process corrections within five (5) working days.
Request deletion of your personal data where it is no longer necessary, you withdraw consent, or processing is unlawful — subject to neonstar's legal obligations to retain data as described in Section 7.
Request a machine-readable copy of personal data you have provided to neonstar for transmission to another controller, where technically feasible.
Object to processing of your personal data for direct marketing purposes at any time. You may also object to processing based on legitimate interests where your particular circumstances justify it.
File a complaint with the National Privacy Commission of the Philippines if you believe neonstar has processed your personal data in violation of the Data Privacy Act.
To exercise any of these rights, contact neonstar's Data Privacy Officer at support@neonstar.app with the subject line "Data Privacy Request — [Your Request Type]". neonstar will verify your identity before processing any data subject request.
11.1. The neonstar Platform is strictly for individuals aged twenty-one (21) years and older. neonstar does not knowingly collect personal data from minors. The minimum age of 21 is enforced during the registration process and verified during KYC.
11.2. If neonstar discovers or is notified that an Account has been registered by an individual under the age of 21, all data associated with that Account will be securely deleted (except where retention is required by applicable law or regulatory obligation) and the Account will be permanently closed. Any funds deposited by a minor will be handled in accordance with PAGCOR's directives for such situations.

12.1. neonstar's primary data infrastructure is hosted within the Philippines. Where it is technically necessary to transfer personal data to service providers outside the Philippines — for example, certain cloud infrastructure components or specialized security services — neonstar ensures that such transfers comply with Section 21 of the Philippine Data Privacy Act by implementing appropriate safeguards including: contractual clauses requiring recipient processors to maintain equivalent data protection standards; and transfers only to jurisdictions with adequate data protection laws or to processors certified under applicable cross-border data transfer frameworks.
12.2. neonstar does not transfer your personal data to jurisdictions that do not maintain adequate data protection standards without implementing appropriate contractual protections.
13.1. neonstar reserves the right to update this Privacy Policy at any time to reflect changes in our data practices, new regulatory requirements, or improvements to our privacy protections. Material changes will be communicated to registered players via email notification or in-platform alert at least seven (7) days before the updated Policy takes effect.
13.2. The current version of this Policy is always available at neonstar.app/privacy-policy. The "Last Updated" date at the top of this page reflects the date of the most recent revision. Continued use of the Platform after an updated Policy takes effect constitutes your acceptance of the revised terms.
