This agreement governs your use of neonstar Casino. Please read it carefully — by registering an account or using the platform, you agree to be bound by these terms in full.

You must be at least 21 years old and physically located in the Philippines. neonstar complies fully with PAGCOR eligibility requirements.
Each player may hold only one neonstar account. Duplicate accounts are prohibited and will result in suspension and forfeiture of balances.
All bonuses are subject to wagering requirements. Wagering must be completed before bonus funds or related winnings can be withdrawn.
Withdrawals require completed KYC verification. neonstar processes GCash withdrawals within 15 minutes. No withdrawal fees are charged.
Fraud, collusion, money laundering, and abuse of bonuses are strictly prohibited and will result in permanent account termination.
These Terms are governed by Philippine law. Disputes are subject to PAGCOR's regulatory framework and Philippine courts.
In these Terms, the following definitions apply unless the context requires otherwise:
2.1. By registering an Account, accessing the Platform, or using any neonstar service, you confirm that you have read, understood, and unconditionally agree to be bound by these Terms, together with neonstar's Privacy Policy and Responsible Gaming Policy, each of which is incorporated herein by reference.
2.2. If you do not agree to any part of these Terms, you must immediately cease use of the Platform and close your Account.
2.3. These Terms supersede all prior agreements, representations, or understandings, whether written or oral, between you and neonstar relating to the Platform.
2.4. neonstar reserves the right to update or amend these Terms at any time. Continued use of the Platform following notification of amendments constitutes acceptance of the revised Terms. See Section 13 for the full amendments policy.
You must be at least twenty-one (21) years of age at the time of Account registration and at all times during your use of the Platform. neonstar will verify your age during the KYC process. Any Account found to have been registered by an individual under 21 years of age will be immediately suspended, all funds will be withheld pending investigation, and the matter may be referred to the appropriate Philippine government authority.
The neonstar Platform is operated under a PAGCOR license covering online gaming services for players located within the Philippines. You must be physically present in the Philippines at the time of each gaming session. Access from jurisdictions where online gambling is prohibited is not permitted. neonstar employs geo-verification technology and reserves the right to restrict or terminate access if a Player is found to be accessing the Platform from a Prohibited Jurisdiction.
You must have full legal capacity to enter into a binding contract under Philippine law. Persons declared legally incompetent, those subject to court-imposed restrictions on gaming activities, and those registered on PAGCOR's self-exclusion database are not eligible to hold a neonstar Account.
Employees of neonstar, its subsidiaries, affiliates, contractors, and service providers, as well as their immediate family members, are not permitted to hold a playing Account or participate in neonstar's casino or sports betting products for real money.
To register an Account, you must provide accurate, complete, and current information including your full legal name, date of birth, Philippine mobile number, and a valid email address. Providing false information during registration is a violation of these Terms and may constitute fraud under Philippine law.
Each individual may register and maintain only one (1) neonstar Account. Holding multiple Accounts — whether under the same or different personal information — is strictly prohibited. neonstar uses identity matching technology to detect duplicate accounts. Upon discovery, all associated accounts will be suspended and any accumulated balances may be forfeited.
All Accounts are subject to KYC verification before withdrawal of funds is permitted. You must submit a clear photograph of a valid Philippine government-issued identification document (PhilSys National ID, UMID, Driver's License, Passport, or SSS ID). neonstar reserves the right to request additional verification documents at any time in accordance with PAGCOR's AML requirements and Republic Act No. 9160 (Anti-Money Laundering Act) as amended.
You are solely responsible for maintaining the confidentiality of your Account credentials, including your password and any two-factor authentication codes. neonstar will never ask for your password via email, SMS, or live chat. You must notify neonstar support immediately if you suspect unauthorized access to your Account. neonstar is not liable for losses resulting from your failure to maintain the security of your Account credentials.
neonstar accepts deposits via GCash, Maya (PayMaya), BPI, BDO, Metrobank, UnionBank, InstaPay, PESONet, and other Philippine payment methods listed on the Platform. The minimum deposit is ₱100. neonstar does not accept deposits from third-party accounts — all deposited funds must come from accounts registered in your own legal name. Cash deposits are not accepted.
Withdrawal requests are subject to successful KYC verification. The minimum withdrawal amount is ₱200. neonstar charges no withdrawal fees — transaction costs are absorbed by the Company. neonstar targets a GCash withdrawal processing time of approximately fifteen (15) minutes for verified accounts; bank transfer withdrawals typically process within one (1) to three (3) business days. Processing times may be extended during periods of high volume, regulatory review, or suspected suspicious activity.
Withdrawal of funds is conditional upon: (a) completed KYC verification; (b) satisfaction of any applicable wagering requirements on bonus funds; and (c) the absence of any ongoing investigation relating to your Account. Withdrawals will only be processed to accounts verified in your own name.
All transactions on the neonstar Platform are denominated in Philippine Pesos (PHP / ₱). neonstar does not accept or process cryptocurrency deposits or withdrawals.
All bonuses offered by neonstar are subject to individual promotion terms including minimum deposit thresholds, eligible games, wagering requirements, maximum bonus amounts, and expiry periods. Bonus terms are published on the relevant promotion page and form part of these Terms.
Bonus funds and any winnings derived from bonus funds are subject to wagering requirements before they may be withdrawn. The applicable wagering requirement will be stated clearly in the relevant promotion terms. neonstar does not retroactively increase wagering requirements after a bonus has been accepted.
neonstar reserves the right to void bonuses and confiscate related winnings if there is evidence of bonus abuse, including but not limited to: systematic low-risk wagering designed to fulfill requirements without genuine game play, use of automated software or bots, coordination with other players to exploit bonus structures, or creation of multiple accounts to claim the same promotion.
Unless otherwise stated, bonuses expire thirty (30) calendar days from the date they are credited to your Account. Expired bonus funds and any associated winnings are automatically removed from your Account without notice.
7.1. All games on the neonstar Platform use certified Random Number Generator (RNG) technology that has been independently tested and certified for fairness by recognized third-party testing laboratories. Published Return-to-Player (RTP) percentages represent theoretical long-term statistical outcomes and do not guarantee individual session results.
7.2. In the event of a discrepancy between information displayed in a game and the outcome recorded on neonstar's servers, the server-side record shall be the definitive record of the game outcome for all dispute resolution purposes.
7.3. neonstar reserves the right to void any game round, bet, or transaction that has been affected by a technical error, software malfunction, or network failure that materially affects the integrity of the game outcome. In such cases, affected stakes will be returned to the Player's Account.
7.4. neonstar's crash games operate on a provably fair algorithm. The verification hash for each round is published before betting opens, allowing Players to verify the fairness of each outcome independently.
The following conduct is strictly prohibited on the neonstar Platform and will result in immediate Account suspension, forfeiture of balances, and may be referred to the appropriate Philippine law enforcement or regulatory authority:
9.1. All content on the neonstar Platform — including but not limited to the neonstar brand name and logo, game content, software, graphics, user interface design, text, and promotional materials — is the proprietary intellectual property of neonstar or its licensed content providers and is protected under Philippine and international copyright, trademark, and intellectual property laws.
9.2. No content from the neonstar Platform may be reproduced, distributed, modified, or used commercially without the prior written consent of neonstar. Unauthorized use of neonstar's intellectual property may give rise to civil and criminal liability under the Intellectual Property Code of the Philippines (Republic Act No. 8293).
10.1. To the maximum extent permitted by applicable Philippine law, neonstar shall not be liable for: (a) any indirect, incidental, special, consequential, or punitive damages; (b) losses resulting from network interruptions, system failures, or Force Majeure events; (c) decisions made by Players based on information displayed on the Platform; or (d) any loss arising from unauthorized access to a Player's Account as a result of the Player's failure to maintain the security of their credentials.
10.2. neonstar's maximum aggregate liability to any Player for any claim arising from or related to use of the Platform shall not exceed the total amount deposited by that Player in the thirty (30) days preceding the event giving rise to the claim.
10.3. Nothing in these Terms shall limit neonstar's liability for death, personal injury, fraud, or any other liability that cannot be excluded under Philippine law.
11.1. neonstar provides a full suite of responsible gaming tools including deposit limits, loss limits, session time reminders, reality checks, cooling-off periods, and self-exclusion. These tools are accessible to all Account holders from their Account Settings at any time.
11.2. Self-exclusion requests are processed immediately and applied permanently unless the Player requests reinstatement after a mandatory cooling-off period as specified in neonstar's Responsible Gaming Policy. neonstar integrates with PAGCOR's national self-exclusion database — players who self-exclude from neonstar will also be registered on the PAGCOR database where required by regulation.
11.3. neonstar strictly enforces the 21+ age restriction as its first line of responsible gaming compliance. Players found to have misrepresented their age will be permanently excluded from the Platform.
12.1. neonstar may suspend or terminate any Account at any time, with or without notice, where there is a reasonable basis to believe that: (a) the Player has violated these Terms; (b) the Player's Account has been used in connection with fraudulent, money laundering, or otherwise illegal activity; (c) the Player is ineligible to hold an Account; or (d) termination is required by PAGCOR directive or court order.
12.2. Upon termination for cause, any funds in the Account that have been derived from fraudulent activity, bonus abuse, or prohibited conduct may be forfeited in whole or in part. Legitimate deposited funds not derived from prohibited conduct will be returned to the Player's verified payment method following completion of any outstanding investigation.
12.3. Players may voluntarily close their Account at any time by contacting neonstar support. Self-requested closure is processed within 3 business days. Any Real Money Balance remaining at the time of closure will be returned to the Player's verified payment method.
13.1. neonstar reserves the right to amend, modify, or replace these Terms at any time. Material changes will be communicated to registered Players via email or in-platform notification at least seven (7) days before the amended Terms take effect, except where immediate amendment is required by PAGCOR directive or Philippine law, in which case amendments may take effect immediately.
13.2. The most current version of these Terms is always accessible at neonstar.app/terms-conditions. The "Last Updated" date at the top of this page indicates when the most recent revision was made.
13.3. Continued use of the Platform after amended Terms take effect constitutes acceptance of the new Terms. If you do not accept an amendment, you must close your Account before the amendment's effective date.
14.1. These Terms and all matters arising from or related to your use of the neonstar Platform are governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to: Republic Act No. 9487 (National Online Gaming Control Act provisions), PAGCOR's Internet Gaming Regulations, Republic Act No. 10175 (Cybercrime Prevention Act), and applicable consumer protection legislation.
14.2. Any dispute between you and neonstar that cannot be resolved through neonstar's customer support process shall first be submitted to PAGCOR's dispute resolution mechanism as the primary regulatory body. Disputes not resolved at the PAGCOR level shall be submitted to the competent courts of the Philippines, with venue in Metro Manila.
14.3. Nothing in this clause prevents either party from seeking urgent injunctive or other equitable relief from a Philippine court of competent jurisdiction.
